Mobile Rules & Policies

If you intend to sell on one or more of eBay's international sites, you will need to accept, and we encourage you to carefully review, the User Agreement, policies, and other requirements of that site. You can continue to reach out to the relevant customer service teams on the respective eBay site of your listing or transaction, as may be applicable to the nature of your query.

 

Mobile Payment Rules for Buyers

Payment Method: Buyer will only be allowed to pay Transaction Price for their Transactions on eBay Mobile Website using a Valid Credit / Debit Card (Visa / MasterCard) directly through Payment Aggregator of which the Buyer is the rightful and legal owner.

Buyer will be intimated, appropriately, when the payment is successfully received.

Valid Payment:

The Buyer in order to pay Transaction Price through Mobile payment Facility should use either a Valid Credit Card, Valid Debit Card through Payment Aggregator of which the Buyer is the rightful and legal owner.

Payment Verification:

To mitigate misuse of any credit card/ debit card through Payment Aggregator,  payment of Transaction Price as initiated by the Buyer may be flagged and be suspended or kept on hold for additional checks and verifications. In such cases the Dispatch timelines shall not start till Payment Confirmation. To complete the checks and verification, eBay may contact Buyer for various information, details, data and documents. eBay may not confirm the payment in case such information, details, data and documents are incorrect, incomplete, false and misleading. In such cases the Buyer’s valid Credit Card/ valid Debit Card may be charged. eBay may also put limits on payment volume / amount and may block certain credit cards/ debit cards through Payment Aggregator that are suspected to be misused while paying Transaction Price on Mobile Website. The result of the checks and verification shall be communicated to the Buyer appropriately.

Mobile payment Confirmation:

Mobile payment Confirmation shall mean a notice from eBay to Buyer.

Transaction confirmation

Post successful buyer payment confirmation, the Seller will be communicated informing him about the mobile transaction and will be asked to confirm if he accepts the purchase made within stipulated timeline. If the Seller does not accept for fulfillment of the transaction, eBay may refund to the Buyer the Transaction Price paid by him.

Dispatch Details and Time

Once the Seller has confirmed his acceptance to fulfillment of the transaction, the Seller shall provide Dispatch Details to eBay within 7 days from Payment Confirmation. In case the Seller does provide the Dispatch Details within the stipulated time, eBay may refund to the Buyer the Transaction Price paid by him.

Delivery Time

The Delivery time is a timeline within which the Seller shall be required to ensure the Delivery of goods and/or services. The Delivery Time is calculated from the time the Seller provides the Dispatch Details to eBay. The Delivery Time is within 10 days from providing Dispatch Details.

Mobile Payment Protection & Refund Policies

All payments for refunds that are due to the buyers shall be in accordance with directions issued by Reserve Bank of India for opening and operation of accounts and settlement of payments for electronic payment transactions involving intermediaries vide its notification RBI/2009-10/231 DPSS.CO.PD.No.1102 / 02.14.08/ 2009-10 dated November 24, 2009 or any other such notification issued by Reserve Bank of India or appropriate Government agency.

  • Item Receipt Confirmation

Once the shipment timelines are due, the Buyer will have the ability to confirm the item receipt through SMS. The Buyer would additionally get 5 days after the Delivery Time to indicate whether or not Buyer has received the Delivery. If the Buyer does not take any action within the stipulated timeline, it would be considered that the item was delivered to the Buyer and the Transaction Price shall not be refunded. After the stipulated time, the Buyer can still file a claim under eBay Guarantee* program in case of non-Delivery of the item or incase of item not being as described.

  • Payment Refund:

Refund, if any, shall be made into the same Credit Card/ Debit Card through which buyer would have made the payment through Payment Aggregator .

  • Mobile payment Refund Claim

In case the Buyer has not received the Delivery of the item within the stipulated timelines, or if the buyer has received the delivery of the item within the stipulated timeline but the item is not as described in the listing, Buyer can raise a Refund Claim for the entire Transaction Price paid within 5 days from the expiry of the Delivery Time. In case a Mobile payment Refund Claim is raised by the Buyer, the Seller has the option to disagree to the same. eBay may put the buyer’s Refund Claim on hold for checks and verifications.

  • Mobile payment Refund Claim Verification

In case the Seller disagrees within the stipulated timelines against the Mobile payment Refund Claim raised by the Buyer, or on its own, Mobile payment Facility may put the Mobile payment Refund Claim on hold for checks and verification. As a result of the Claim Verification, the Mobile payment Refund Claim may be either accepted or rejected by eBay in its absolute authority and discretion, which shall not be disputed by the Buyer. If the Mobile payment Refund Claim is accepted than the Transaction Price will be refunded to the Buyer. However, in case the same is rejected based on the Refund Claim Verification, Transaction Price shall not be refunded to the Buyer. eBay may contact the users for additional details / documents during the checks and verification process.

  • Withdrawal of Mobile payment Refund Claim

At any point of time during which the Mobile payment Refund Claim is pending, the Buyer can withdraw the Mobile payment Refund Claim for any reason. In such cases, it is assumed that the Buyer has received the Delivery. A Refund Claim, once withdrawn by the Buyer cannot be initiated again.

  • Mobile payment Refund for Delivered Items

The Buyer has an option to raise a Mobile payment Refund Claim in case Buyer has received the Delivery but is not satisfied with the same.

  • Mobile payment Refund Abuse

Any Buyer attempting to wrongly raise or abuse or misuse the Mobile payment Refund Claim would be blocked from using the Mobile payment Facility along with any other action(s) in accordance with the user agreement.

Violations of any of these policies may result in a range of actions, including:

  • Cancellation of payment

  • Refund Claim being put on hold or rejection of a refund claim

  • Referral to Law Enforcement

Mobile Payment Rules & Policies for Sellers

  • Mobile payment transaction Registration

    Seller does not require additional registration to receive mobile payment transactions. For Remittance the Sellers of www.ebay.in and their PaisaPay registration details will be used to do remittances for the mobile transactions.

  • Transaction fulfillment confirmation

      Every time the Seller receives intimation about mobile payment transactions, he will need to convey his acceptance to eBay about his willingness to fulfill the transaction within 2 days of being informed about such mobile payment transaction. If the Seller does not confirm his acceptance to fulfill the transaction, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer.

  • Dispatch Details and Time

    The Seller shall provide Dispatch Details to eBay within 7 days from Mobile payment Confirmation. In case the Seller does not provide Dispatch Details within the stipulated time, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer.

  • Delivery Time

    The Delivery time is a timeline within which the Seller shall be required to ensure the Delivery of goods and/or services. The Delivery time is calculated from the time the Seller enters the Dispatch details on the Mobile payment Facility. The Delivery timelines is within 10 days from providing Dispatch Details.

  • eBay Guarantee*

    All dispute claims raised with regards to item not received or item not as described for Mobile  payment transactions will be protected and covered under eBay Guarantee* policy

  • Remittances to Sellers:

    As mentioned above, all remittances to sellers shall be in accordance with the directions issued by Reserve Bank of India for opening and operation of accounts and settlement of payments for electronic payment transactions involving intermediaries vide its notification RBI/2009-10/231 DPSS.CO.PD.No.1102 / 02.14.08/ 2009-10 dated November 24, 2009.

     

    eBay would remit the Transaction Price to Sellers using PaisaPay Facility by way of electronic transfer to Valid Seller’s Bank Account as existing on PaisaPay Registration on a periodical basis and such remittance shall be after the deduction of payment Facility Charges and other dues to eBay including without limitation any Mobile payment Refund Claim and/or Chargebacks.

  • Remittances Due to Sellers

    Sellers remittances would be due to one the following circumstances:

    • When Buyer has confirmed Delivery of the item;

    • Buyer does not confirm the Delivery of item within the timelines provided in Mobile payment Rules and Policies for Buyers;

    • No Refund Claim has been filed with the stipulated timeframe to raise a Refund Claim. In case a Refund Claim is filed, the remittance of Transaction Price will be due to the Seller only when the Refund Claim is rejected by eBay.

  • Mobile payment Facility Charge

    Seller would be charged by eBay the applicable facility charge based on the Transaction Price.

  • Consequences for No Dispatch Details

    In case the Seller does not provide valid Dispatch Details within the stipulated time, eBay may cancel the Transaction and may refund the Transaction Price to the Buyer.

  • eBay User ID Suspension

    In case of any misuse by the seller of the Mobile payment Facility, the Seller’s and all related accounts of the seller’s eBay Website access and/or PaisaPay Registration or all of these may be suspended or revoked.

  • No Item Dispatch before Mobile payment Confirmation

    The Seller should Dispatch the item only after Mobile payment Confirmation & Seller’s confirmation via email about willingness to fulfill mobile transaction

  • Seller Non-Performance

    In case Seller has large number of performance related issues like providing wrong or invalid Dispatch Details, not Dispatching the items within the stipulated timelines, Refund Claims, etc. or misuse of or frauds on Mobile payment Facility could lead to remittances on hold, suspension, non eligibility for ER facility or even termination of PaisaPay Facility or PaisaPay Registration permanently. Further, eBay may at its discretion apply any or all of the consequences in accordance with the Seller Performance and Consequences Policy.

  • Remittance on Hold

    eBay reserves the right to hold the remittance of a Seller for safety of the PaisaPay Facility or Registered Users. The Seller in such case will be intimated and would be asked to complete certain checks and verification. eBay may contact the Seller to obtain additional information, data, details or documents to complete checks and verification. In case the information, data, details or documents are not provided to eBay within the stipulated timeframe or such information, data, details or documents are incorrect, incomplete, false and misleading, eBay reserves the right to refund the Transaction Price that has been put on hold to the Buyers. Further, eBay may at its discretion apply any or all of the consequences in accordance with the Seller Performance and Consequences Policy of www.ebay.in.

  • Chargeback Recovery

    In case eBay receives a chargeback from the credit card / debit card/ Payment Aggregator processing company it would recover the same from the Seller by from Seller’s subsequent Transaction Price remittances. The Seller will be duly intimated of the same. In case the Seller does not have any outstanding Transaction Price remittances than the Seller shall forthwith pay the shortfall to eBay.

eBay Seller Protection Policy

eBay reimburses to Sellers who follow certain sound selling practices against Buyer misuse of eBay & PaisaPay ecosystem. the Seller will be protected if the seller fulfills the conditions laid on in the eBay seller protection Policy of www.ebay.in.
