If you intend to sell on one or more of eBay's international sites, you will need to accept, and we encourage you to carefully review, the User Agreement, policies, and other requirements of that site. You can continue to reach out to the relevant customer service teams on the respective eBay site of your listing or transaction, as may be applicable to the nature of your query.
Due to the wide variety of laws governing the sale of real estate, eBay auctions of real property are not legally binding offers to buy and sell that property. Instead, they are simply a way for sellers to advertise their real estate and meet potential buyers. At the close of the auction, the seller should contact the high bidder to discuss entering into a contract for the real property. However, neither party is obligated to complete the real estate transaction. This type of transaction is called a Non-binding Auction.
What is a Non-binding auction?
Non-binding auctions of properties do not involve binding commitments by members to buy and sell property. Instead, these "auctions" are simply a way for sellers to advertise their properties within the auction-style environment familiar to eBay's members. At the close of the auction, the seller is expected to contact the high bidder to discuss entering into a contract for the real sale of the property. Neither party is obliged to complete the transaction.
The purchase and sale of real estate is a complicated matter that is often governed by local laws, and laws in the country where the property is located. You are strongly advised to seek the help of a licensed real estate agent and/or a solicitor to help you in the negotiation and sale of any real estate.
If you choose to use the "auction-style" advertisement for certain kinds of real estate, you will be charged a "Notice Fee" when the auction-style advertisement is over. This fee applies whether or not the real estate sale is completed. You will not be charged a "final value fee" tied to the sale of the real estate. See Real Estate Fees for more information on fees.
These rules apply only in listings of real estate on eBay. In the case of real estate auctions, if these rules conflict with eBay's User Agreement, these rules apply.

eBay wants to ensure its sellers and buyers comply with all governmental laws and regulations. Since the sale of property is regulated, or may cause harm to eBay or its members, such sales on eBay are restricted.
