Item condition (i.e., New, New with Tags, Used) is one of the top criteria eBay buyers consider when deciding to purchase an item. Listings with specified item conditions provide useful information and, as a result, are more likely to sell. Sellers are therefore strongly encouraged to provide the condition of the item they are selling during the listing process.
How to specify Item Condition
When creating a listing in the Sell Your Item (SYI) form, click the Condition drop-down menu and select the condition of your item (For example: New, New with Tags, or Used).
Item condition options vary by category. To learn more about your category’s item condition options and definitions, refer to the “Condition” link found in the Sell Your Item form. The link is located in the Item Specifics section.
Note: If you would like to provide additional information about the item’s condition, you can include it in the Item Description section.
Condition guidelines
An item is considered "New" when it meets the following guidelines.

It is in the original condition from the manufacturer, distributor, or retailer.

It has not been refurbished or used for any purpose.

It has no known defects or damages.
Handmade or custom-made items that have never been used for any purpose may also be considered “new”.
Note: Item condition is not an indication of the item's age. If you know the age of the item, specify the creation and/or release date of the item (for example: March 2005) in the Item Description section of your listing.
As a seller, you can use the listing description area of your listing to help buyers learn more about the condition, age, and history of your item. Provide buyers with answers to these questions if applicable:

Is the item in its original packaging or has the packaging ever been opened?

Does the item ship with all manuals, accessories, and additional documents?

Does the item have a valid warranty that can be passed on to the buyer?

Does the item have an expiration date (for example, in the food or beauty & health categories)?

Does the item have price tags attached (for example, in the clothing & accessories category)?

Does the item come with any certificates (for example, in watches or jewellery categories)?
